See background below.
Our configuration:

- It is OK to walk on the bear mat by the front door with shoes on when it's on.
- But if you drop something with metal on the mat don’t pick it up until you turn it off.
Turn it off:
- Press the bottom of the switch above the light at the front door to turn turn it off.
Leaving:
- You should press the top of the switch when you leave to turn in on.
There will be a 3-4 second delay from pressing the switch until the light starts blinking.

There are 2 wires 8-10 inches apart over doors and windows;
The 11,000 Volt charge which lasts only 30 microseconds (0.00003 seconds) and alternates between the 2 wires every cycle (1.5 sec)>
You can get a minor shock by touching only 1, but you really get zapped by touching both or with wet feet.
Sean tested it and you get a minor shock if you touch only 1 wire with shoes on. Bears don't wear shoes.
He got a real jolt when touching both.
I accidentally stepped on bear mat with stocking feed and got quite a jolt.
It is not lethal to animals or people, because it 's amps over time not volts which are the most dangerous.
Your skin and muscles have a lot of resistance and and the short duration, 30 microseconds, make it unlikely to to affect your heart.
Typically the current (amperage) delivered through the human body is extremely low—typically in the range of 15 to 500 milliamps (0.015 to 0.5 amps) per pulse.
But, people with heart conditions should not touch 1 wire with each hand so the charge goes thru the heart. The unlikely event of Vfib is usually fatal.
Warning! Avoid contacting electric wires especially with the head, neck or torso.
The most dangerous thing you c/ould do is touch 1 wire with each hand, causing a current thru the chest which could result in fatal Ventricle Fibrillation (Vfib). The jolt is so short this is unlikely.
See Electric Fence in Home and Garden.
1 light out and 1 on - Broken or disconnected wire.
Both out -
1 Energizer failure. There is no fuse, so it would need to be replaced.
2. Plug is loose below the energizer.
3. Circuit Breaker tripped. (It's the 3rd or 4th breaker from bottom on the left in the box behind the stairs in the hall.)

The full user guide (see below) is 14 pages and is primarily about agricultural uses. How many wires for Sheep, Cattle, Horses. Battery and solar power etc.
Home User Guide
Below are the pages appropriate for home use (e.g. bear wire)
This is basically the same device used for electric fences to keep cattle in a pasture or foxes out of the henhouse.
For home use Off and ON are all you need.
If the voltage is less than 6 KV it may require servicing.
